Thomas Stickrath, Ohio Department of Public Safety Director.

Jon Rayfield joined the Ohio Department of Public Safety (ODPS) as the Director of Administration in February 2019.  Prior to joining Public Safety, Deputy Director Rayfield was promoted throughout the Ohio Department of Natural Resources where he worked in various fiscal and managerial roles for Mineral Resources Management, Oil and Gas, Information Technology and Administration. While at Natural Resources, Deputy Director Rayfield was responsible for overseeing the fiscal consolidation of Law Enforcement, Real Estate, Geologic Survey, Facilities and IT. Prior to assuming the position of Deputy Director of Administration at ODPS, Deputy Director Rayfield served as the Deputy Chief of Operations in the Division of Oil and Gas where he was responsible for helping to rebuild the division’s operations function, fiscal, permitting and production review process. The operations group oversight included regulation of more than 60,000 oil and gas wells, 2 trillion mcf of gas production (2018), $5 billion dollars of insurance and $23 million dollars in bonding. Rayfield also oversaw the budgetary and reporting processes. 

In his 28 years of experience, Deputy Director Rayfield also worked as a Budget Analyst for Red Roof Inns, Inc., where he maintained a $2.1 billion dollar portfolio and assisted in budget and franchise analysis. While at Ameritech-SBC-ATT he served as the Ohio Cellular Budget manager and was promoted to Manager of Financial Operations for the Great Lakes Region. Following his work at Ameritech-SBC-ATT, he was hired as the Budget Manager at Submit Order.com but was eventually promoted to the Controller of Call Center Operations where he oversaw call center analytics, operations metrics and company division budget/forecasts. He also worked as a Fiscal Specialist while at the Governor’s Office of Criminal Justice Services, Internal Auditor for the Ohio Department of Rehabilitation and Correction and a Manager of Fiscal Operations for the community based correctional facility.

Rayfield received both his Associate of Science and Bachelor of Science in Accounting from Franklin University.
